It is the building known as the "Cheesegrater", in Leadenhall Street opposite the Lloyds building.

Fascinating area for anyone who likes modern architecture, but as you say Rob it feels oppressive to a country boy. A definite sense of "not belonging". I was struck by how small the people appear amid the massive structure.
