I think you identified the mood about right!Reminds me of that Kinks song ...lazing on a summers afternoon or what ever it is .. Like the bikes, bit of bike and people and of course the flags in the warm breeze; all parked up and relaxed. The Busker seems very relaxed about it all too as though he was just strumming away for his own enjoyment. That's the mood of it all.
