I thought about the image again after I posted my first comment and realized I wanted to mention also that the horizontal lines of the brick background provide an unusual contrast to the smooth, lack of patterning of her clothing. It's an uncommon portrait but it works.

I agree, and that contrast between both her cape and the slick hair and the brickwork is very striking and creates quite an impact.
