It's interesting that the image can support pretty much any context in which you develop the story to fill it. My first reaction was, "it needs a bit of explanation to get the story rolling", but that's incorrect. With the slightest of pondering, a story starts rolling. Or another story. Or another. Some of the words that popped into my mind were Viking, Tolkien, Mordor, Jupiter...
