Looks like his harness consists of his left arm connected to the inside of that window. Perfectly safe!

That made me look closer Ralph as I had assumed they were sash windows. They actual open inwards which I suppose makes the whole enterprise just dangerous rather than reckless and means he could clean the bottom panes from inside (if he survived that long!).
