I was shocked on my break to Oxford at how many bikes there where. Needless to say parking was scares so any rail sufficed. Spotted this rebel whilst on a stroll.

Nice shot and a great street image certainly has a story.
Just one thing was the blur added afterwards as I think it would be better without it. It cuts right through the back wheel of the bike which is partly the main subject.

It is a fine bit of observation captured here, Tom.
I would agree with Nick about the blur. You've got it upper left and lower right. A Holga might produce similar blur, but probably more uniformly around the perimiter of the photo so I'm guessing, like Nick, that it's added in. Is that right, Tom?

Another super shot Tom and brilliantly observed. I guess this is a T/S simulation on the phone is it?

That would be my guess too...
you could maybe try a subtle blue going off into the ddistance to simulate a narrow DOF?
Wlse I like the toning and observation ... I wonder if it was removed?

Yes it is!! Tilt shift on snapseed. It's actually the wrong image. I had 3 variants on my phone and uploaded the wrong one on photo bucket !
