This is a very traditional food back to the 60s or 70s. People in Hong Kong were very poor at that period, so most of the civilians will steam the salted fish together with rice in a rice cooker for their meals. I don't know the procedure of making these salted fish, all I know is the fishermen will hang the fishes beneath the sun until the fishes are totally dry.
