It's one of a series of sculptures sited at high points in the landscape around Lancashire. The wind was blowing so hard yesterday that it drowned out any singing or ringing that might have been going on but you can see how it would do so, given the structure.
The sculptures are called Panopticons, which I always thought was the name of a design for a doughnut shaped Victorian prison.
