Hard to say with only a little text to read, It may be post war as ww2 u.s and brittish supply boxes never had the tounge and groove type interlocking slats, to save on construction costs they where simply backed with brown wax paper to make them water proof. Also the locks would suggest the box was for personnel use. Metal was rationed for production of weaponary and ordinance. Supply crates where nailed down and crowbared open when needed. As the catch suggests the box was pad locked I would say it's a converted barrack box to keep personal belongings in, also the one with your grandpas name on suggests a barrack box/foot locker.
