Well, the attacks were in Brussels of course, the French part of Belgium. But the newspaper is in Dutch, and I consider Flemish a dialect of Dutch. And this was in the train somewhere between Utrecht and Amsterdam, so in the Netherlands, and probably even in the part we call Holland....

The redhead in the background is a German girl travelling with a group of 7 or 8, not talkin' about terrorism, but about "Titten und Ärsche" (so, tits and asses, translated). Literally....
