Effectively yes.  Nik have done a great job of producing presets that simulate a range of photographic processes as well as film types such as Tin-Type and Anthotype as well as the usual under and over develop etc.  You can use them as a starting point and modify and save them and then use the control points etc as usual.  For example, I'm quite fond of using a cyanotype then adding a specific film simulation, adjusting the grain to pixel ratio and then applying a coffee stain.  I also use a modified Tin-Type quite often as well as the Titanium Tone.
