To Push or Not to Push? That is the question.

I took twenty shots this morning on the way to the train station - lots of fog around, so I'm hoping for atmospheric shots, although it was just the XA3 I had on me.

I used XP2 but forgot to set the ISO for 400 - it's at 200.

What do I say to the developer? And might it be better to not push at all, given the subject matter?

From 400 to 200 you would be pulling it rather than pushing it.

I wouldn't worry. I've shot xp2 with little concern for accurate exposure on many occasions. Quite often without a meter at all. It will be absolutely fine at ei200

Rob the XA3 will read the ISO off the film canister.

Also,...what do you mean by "it was just the XA3 I had on me"? I can tell you right now if my own XA3 read this he would be most insulted!
