No, they didn't build the pier around him; he's actually just a blow-up doll that they put there as eye-candy for tourists to ogle.
With regard to the lean,...its the famous Leaning Tower of Pier. World renowned, so it is. (The Italians have tried to copy it, using one of their buildings to emulate our column. Their PR machine has done a nice job of turning it into a tourist attraction.)
Seriously, though, when I scanned the image that leaning column popped right out. I can't imaging it actually leans. I think I have my horizontal just slightly off angle (and yet cunningly obscured by the strategic use of the blown highlights) and the lens has amplified the effect. I'm going to double-check it at the weekend when I'm back down there, though.

As I was thinking about posting this one a wee voice inside my head was dissuasively telling me how many others I'd posted from under the pier.
