It's in Lancaster. It has been up for a few weeks now - they're celebrating all things Italian at the moment. I think they may have done something similar elsewhere though...Bath maybe?

Very effective. It certainly wasn't Lancaster that I saw something similar. Must have been down in the SW back in May. Thanks for the info and extra pictures though.

A fine set of images. The umbrellas and stone buildings do make quite a contrast, the rain adds to the effect.
Pete; I have seen pics of something similar. Just checked on google, in Bath.

After a bit of Gurgling myself, I find that it's been done a few times in several places...
Agueda, Portugal seems to be the most common search result

Also, Southgate in Bath, as I alluded to above.
And they did it in Sochi, Russia last year.
