The original shot was basically sharp from to back!

I used the selective adjustment brush for the background and the grad for the foreground

now I understand what that icon next to the grad filter icon (which i use often) is for...

Skin softening etc
You can even do selective colouring etc ...

One of the things I often think when someone does the predictable thing of making a real railway station (for example) look like a toy is, "Wouldn't it be cheaper to buy a train set?"! :)

They can indeed be useful and I have the 3 Nikon lenses which are used for technical work. Not really used them for creative shots though. I suppose I should but, at least in the studio, I tend to use the Cambo (or the Flex Body).
 
I quite like the effect, but I don't think it is used particularly intelligently that often...
Always a bit obvious, like you say, train stations!
I have shot planned in town that I want to have a go at soon that is along the same lines... Perhaps a little less obvious... I quite like hinting at the modle/toy look without actually making it look like that's the intention ...
