Quite possible. There is a thing called sudden limb drop that can happen if a tree is suffering from lack of water (at least I think that is what my mother told me years ago), although I doubt that is the case here either

Probably wind damage, wind hitting a building can cause some strong vortices near the base of the building. That is a fine shot, like it.
