Don't be so cynical, Chris. They are clearly on patrol to make sure none of those Indians who get a day license to sell their hand crafts on the other side of the plaza and thus eke out a poverty level existence ain't taking advantage of tourists by dealing their wares on a day old license! Once they're sure we're not being scalped for an extra dollar or two by the Indians,...THEN they'll head for Starbucks.

Nice shot, though Chris! The trees have an almost infra-red look about them. Very nice.
